convert task into issue with new view

I like the new view that is being created, but there is a big missing piece of functionality. The old view has the option in the `...` to convert subtask to issue: `Convert to Issue`

The new view still has the `Move` option, but that is not equivalent.

Hello Jeff,

Indeed, the new issue view of JIRA does not have the convert sub-task to issue feature, so we created a bug to fix it:

- New Full View Issue Experience eliminates convert subtask to issue feature
