i am unable to move this above ticket, anyone helps to understand this and how can i set this, i have admin access as well.

The most common solution for this problem assuming it is not affecting an entire project or instance is to run the Integrity Checker:

  • Specifically the workflow integrity checks.

If you're having issues running the integrity checker through the UI (it may timeout due to proxy configuration) it's possible to validate against the database:

Hi M,

Make sure this is an actual transition from that status to another status. Then check to see if there are any Conditions on the transition(s) out of that status.

1. First check you have the Issue Transition Permission for the project where you are trying to create a issue.

2. Check if there is any condition on the transition which suppose to visible for you

3. Run the integrity checker for workflow
