I have installed crucible and running it using http://localhost:8060/ and I have added a user and given global permissions but the user can't login to the account in another device then how he can login to the account?

"localhost" means "this computer".  Imagine me typing this answer.  I am doing it on a laptop.  If I typed in a localhost URL into the browser, my laptop would try to connect to itself, not a remote machine.

Your other user needs to connect to your machine's public URL (the IP address will do if you can't be bothered to set up a DNS name for it)
