How can I create a Crucible user without using a FishEye license?

We have 25 licenses of Crucible, and only 10 of FishEye. I'm trying to create our 11th Crucible user and the system is currently complaining that we only have 10 licenses of FishEye. Is that not possible?

Thanks for your question!

If using Crucible along with FishEye (in all cases), your FishEye license must have an equal or greater number of users in order to be compatible with Crucible.
