I am wondering what kind of bulk operation would you like to do with users? Is it about changing users group membership or maybe deactivating those users?

The major usage for me will be to use it for the purpose of license cleanup . Please suggest if we have any alternate ways also to automate the entire license cleanup process.
can you elaborate or direct me to documentation that gives specific guidance on how to build this using a list of usernames in excel/csv?
or based on last login date in confluence?
