We are using the free version of confluence. We have exported a space from our other confluence instance, and imported into our new confluence instance. Both are the free version.
The user that imported the space can see the space. All over users cant see the space. Ive tried assigning different groups to other users such as org admin, and all of the other admin groups, however they still cant see the space.
Within space settings, i dont see any restrictions (I dont think you can restrict pages on the free tier). Im not too sure how to solve this issue.
Confluence Free comes with limited permissions options so, as @Brant Schroeder stated, all your users need to have an actual user seat on both Confluences.
You don't mention whether those Confluences are within the same Atlassian Org.
If moving / copying / updating spaces between multiple Confluences is something that you do on regular basis, it's worth checking Space Sync for Confluence by Ricksoft. It's free for up to 10 users and does exactly what it says - syncs pages, spaces among multiple spaces every which way.
It will help you with your user issues as the app syncs content not the permissions.

You will need to change and make sure the the users have an actual license on your cloud instance. You can check that here:
If they were imported and only have an account on the Confluence instance and are not provisioned access at the Org they will not be able to access Confluence.
