I noticed today that all my Table filters based on "Excerpt includes" don't work anymore. Depending on the settings within the table filter I either get no output, or the following error message is displayed:
"Oops, it seems that you need to place a table or a macro generating a table within the Table Filter macro."
So the issue has been resolved. It used to work to have a table on a page, and the excertp include on another page pointing at the page with the table. This behaviour stopped working although it was never intended to work this way. The page with the table should always have contained the excerpt macro with the table inside. Then the page with the excerpt include macro can grap the content of the data inside the excerpt macro on the other page. The concept is simple if you get it.
I'm still experiencing the same issue as the original question posed. I have a page with a "table excerpt." Within that excerpt is a table filter macro. Within that table filter macro, I have a table. When I reference the "table excerpt" with "table excerpt inline" the pop up edit window that lets me filter the table previews correctly. Once I save the macro and update the page, it errors. If I do a general page preview, it errors. Only in the table excerpt inline macro preview window does it generate.

In Cloud you won't be able to build a sequence "table <- Table Filter <- Table Excerpt" macro as for now.
So I assume that you have Server or Data Center. Please create a support request here and attach your page storage format for the two pages with the Table Excerpt and Table Excerpt Include (upper right corner -> menu ... -> View Storage Format, if you don't see the option, ask you Confluence administrator to do it for you). We'll recreate your original table with macros and look into the issue.
