Dynamic Change Log for a Project

I am trying to create a Change Log that will dynamically update itself as people open, close, or add comments to tasks. It would be great if each comment would add a new entry to the log. Essentially I need a central place to see every change that has been made on a project in one place. I tried to create a JIRA report Change Log in Confluence, but it only shows the most recent comment on each ticket. You then have to go into the task to see more entries.

Wouldn't the Activity Stream match your requirements? It captures every sort of changes, not only comments, but you may want to look at it.
