Confluence license update

We are in the process of upgrading Confluence from 5.8.18 to 5.10.8. We have done this in development and noticed that once the upgrade was complete that the license had to be updated. The license is not expired and once i update the license i have to restart confluence. Is this a normal process for having to update the license each time? I tried to update the license beforehand to see if i wouldn't have to update it after the upgrade, but that didn't seem to work either. Is there another way to do this?

Matthew did you do the upgrade on a different license type? I haven't seen any behaviour like this when performing a upgrade on a existing commercial licensed instance.
