The question looks like a search query. There has to be a bug with Atlassian Answers, which automatically creates an account and posts the search query as a question, because it happens so often.

You have to go through two steps to do it from a search - it is very easy to land on the "ask a question" page with your query pre-filled, but then you have to commit the question to get one.  IT is quite easy, but we do find a lot of people are asking really simple  questions (in form, not necessarily content!)
