From the commit list on the UI of Bitbucket Cloud, I'm afraid you can currently only see the short commit hash, however, if you click on a certain commit you can find the full hash on the commit URL, for example, https://bitbucket.org/<workspace>/<repository>/commits/<full_hash>.

any idea when we may be able to pull the 40 bit hash via api ?

Yes it is very simple -
Step 1 : goto bitbucket
Step 2 : goto commits section using your left pane
Step 3 : you should see all commits listed
Step 4: hover to the right ( very next to commit ) you should get a pop ( tooltip) it will display copy hash code - click it
Step 5 : All set your have copied the full hash of that commit
