Problem when try to open the last build of play the plan

We are having the error below when we try to play the plans, please, what this message means?

java.lang.IllegalArgumentException: Unknown cipher data id 0

Bamboo uses 2-part key to encrypt sensitive data. First part stored in Bamboo home folder and second part stored in DB in "bandana" table. Please check that Bamboo has access to all folders inside Bamboo home directory
