Plan running concurrently even with max 1 concurrent

The plan has Maximum number of concurrent builds = 1 but when using the trigger Repository pulling and Scheduled 1AM branches still build concurrently without any regard to the max number of concurrent builds being 1.

Any tips on how to reinforce this rule?

Do you mean it is a different branch plan that run at the same time?

The setting only limit concurrent build per branch plan. It does not limit the concurrent build between master plan and branch plan.
