I added a new global variable but could not access it when configuring a task's command and environmental variable. If I used an old global variable in it's place, it sees it. Do I have to restart Bamboo?

The 'global variable' you are referring to, is that created in Bamboo's UI (Bamboo administration >> Overview >> Build resources >> Global variables) or in your OS? If you have created outside Bamboo it is required to restart the application as the same does not have knowledge about other sessions.
