Can't access Bamboo due to java.lang.NullPointerException after install

Unable to upgrade from 5.7.2 to 6.3.1 in place on Windows 2008 R2.  Just running upgrade doesn't work.  Renamed old install directory to "old".  Install program pointing to previous Bamboo home folder completed successfully but get error on site stating cannot access due to java.lang.NullPointerException, could not load bootstrap from environment.

I've tried setting JAVA_HOME in start->computer->properties->environment variables; once to jdk1.8.0_162 and once to jdk-9.0.4.

Assuming this is the issue, would someone please tell me exactly which JDK is required and EXACTLY how to set the correct environment variables on Windows 2008 R2?

We are stuck with manual build and deployment at the moment.  Is it possible to open support issues for Bamboo similar to JIRA support?  Please help - thanks.
