Bamboo install unable to move bamboo.cfg.xml

I am trying to complete a Bamboo install on my Azure server.  I run the install from command prompt and it appears to get stuck here...

2018-08-07 12:18:58,669 WARN [http-nio-8085-exec-3] [AbstractDom4jXmlConfigurationPersister] Unable to move C:\Users\digital\Bamboo\bamboo-home\bamboo.cfg.xml647536156372234414tmp to C:\Users\digital\Bamboo\bamboo-home\bamboo.cfg.xml. Falling back to non-atomic overwrite.

Please can you assist.

Hi Simon,

Could you please access the supported platforms page and double check if your environment is meeting all the requirements mentioned there? 

Also, are you sure the user to start the server have full rights to read and write on both bamboo-home and installation directory?
