You will need to create a custom permission scheme (copy your existing permission scheme of the project) and remove all users from all permissions except "Browse Project" permission.

Afterward, associate the new permission scheme to your project.  You should also hide your project's request type forms, so nothing will be displayed in the portal on forms associated with your project.
