Structure License issues

We were using Jira v 5.2 unlimited users :commercial license. Earlier we had structure 2.6.1.jira5 version with unlimted users :commercial license.Now that we have limited ths structure usage only to 2000 users we are not able to use structure. Is this because license is not valid or cannot be used?

According to https://www.atlassian.com/licensing/marketplace#licensingandpricing-1

The Atlassian host application (for example, JIRA, Confluence, etc.) license tier determines the license type you need for an add-on that is paid-via-Atlassian. For example, if you are installing an add-on into a JIRA with 25-user license, you must purchase a 25-user license for the add-on, even if fewer users will actually use it.
