Hi Daniel,

 

It's because, by default, the Epic is considered the highest level in the priority ladder, so theoretically, if an epic can fit into another Epic, it should be split in one or multiple Stories.

This can be achieved, though, through plugins that enhance JIRA's functionality. As mentioned on this other post, Structure for JIRA can accomplish this: https://community.atlassian.com/t5/Jira-Software-questions/Epics-of-epics/qaq-p/75622
