Why can I not re-order the Issue Type hierarchy in Advanced Roadmaps Hierarchy settings?

I have admin permissions, however I cannot change the default hierarchy and put 'Initiative' as no 1 and Epics as no 2.

I have never found the number to be relevant. The order, top to bottom, is what sets the hierarchy.
