Preventing Portfolio from making changes in Jira

I am considering recommending Portfolio for Jira to an enterprise customer for reporting and visibility across multiple teams.   I am however quite concerned that someone working on a Portfolio plan could make potentially serious changes to other teams projects inadvertently.

Is there a way to allow users to create and work with plans but not commit changes to Jira?

You can use the Portfolio for Jira Restricted User option in the portfolio administration. Or the viewer.
