My colleague has admin rights in the Jira Project that is the foundation for the roadmap in question (it is built on a single Jira project), but she still doesn't see any issues in the roadmap. It is all blank. what are we doing wrong?
To access the AR for Jira permission configuration as mentioned by @Vishwas - You need to click on the "Settings" option under the "Plans" menu from the top.
If your user cannot find the project in question, did she try to find the project via the "Projects" menu >> View all projects? If she cannot see the project, then she is not setup properly to access your project in question.

Ah - we are not using the same version, I believe I am not using the cloud version. This is how it looks with me
There is no "Settings" under "Plans". I suspect something is wrong centrally in our installation, although she can actually see other projects and boards...
In the server (DC version), the option is named "Administration". If you don't see it, then you are not a Jira Admin member. You will need to work with your Jira admin team to investigate the AR for Jira overall permission configuration.
There could be many reasons for this behavior. Assuming you are using cloud Jira ?
Even though your colleague is admin in project. Can you check if they have "Browse" project permission in that single project ?.
Next thing is please check if there are any restrictions added to view in main Advanced roadmaps here ?
Also on individual plans settings are there any view restrictions like this ?. Check that
1) The Administrator does have "Browse Project" permission.
2) I simply don't know where to find this configuration, but it seems to be less important as my colleague apparently can't even see the project where I have configured her as Administrator - it does not appear in the "Projects" menu. It does of course appear in my project dropdown-list...
3) The Plan access (Edit) is restricted to this specific user and to myself (also admin) and the View permission is granted to all advanced roadmaps users.
coming to point 2) we have find in project settings --> Permissions --> Browse project. What roles or groups has been configured ? . Please check that in that particular permission and grant that role/group access to your colleague.
