Auto Schedule not always update based on changes

We are wanting to use the Data Center version of Plans (formerly advanced roadmap planner) to create a schedule from a template schedule and then use Auto Schedule to adjust the dates for the new plan.  To test this out I built a simple set of 4 stories.  The first three are linked to each other sequentially as dependencies of each other and the last has no dependencies.  I then want to be able to change the estimate, run Auto Schedule, and get an updated plan.  When I make changes to the estimate some of the time the Auto Schedule works as expected, updating duration and start/end date.  But other times it comes back with no changes.  I can not find any pattern to when it updates the schedule and when it doesn't. The only field I am changing is the Estimate fields days value. 

1. What do I need to do to get the auto schedule to work

2. For the story that has no dependencies what determines when it get scheduled and can I control that.
