export backlog - what is permission setting?

I'd like to export the backlog into a CSV file. I have Adminstrator rights but I"m unable to export - function is not available. What permission controls this ability?

When you are in the backlog, there is an option to "View Issues in backlog" and it is available to anyone who can see the board.
