I want to programmatically create a page from a template, using the XML-RPC or SOAP interface but I don't see how I can do it. The link to the API is here:

I don't think this is possible, sorry. The remote API would need to have a way for you to insert any variables into the template during the 'pre-processing' step of creating the page.
You would have to use the same alternative that the Confluence CLI does - use a normal page as a 'pseudo' template and just copy it as required.
