Bamboo Ruby Plugin not loading capabilities to Agent

Upgrading Bamboo to version 5.5.1 and Bamboo Ruby Plugin to version 2.5 (as certified). The Plugin installs successfully - but doesn't load the capabilities or Ruby executables.

The Bamboo Ruby Plugin has changed behaviour. In version 2.3 it required CRuby at a minimum. Not finding Jruby didn't break the plugin.
In version 2.5 - it needs both - in our case not finding JRuby cause it to stack trace and fail to properly load the capabilities.
