Hi All,
Can any one guide how can we Re-Name the title like Create Issue and issue which is coming in Header , menu, and PopupWindow ?
So if configure in one place it will effect all over

i have tried to edit the properties file related to language jar file it got effected in most areas bit not in header section , can any on suggest how to do edit the title and menu in header section

The recommended way would be to modify the english translation of your JIRA, changing the line like:
menu.issues.new.issue = Create issue
into
menu.issues.new.issue = YOUR TEXT HERE
You can download an english translation of JIRA from Atlassian translations and edit the language jar archive to rename those buttons. The file, inside the jar archive, you need is "com/atlassian/jira/web/action/JiraWebActionSupport.properties". Find it and edit it (change "menu.issues.new.issue = Create issue" and "menu.issues.header = Issues").
After that, save your jar file and re-upload it as a plugin (replacing the old english translation) and refresh your JIRA page. It should look better now :)
P.S.
If, for any reason, that doesn't work as expected, you can edit the current language file that your JIRA is using, by first searching for the files (in your JIRA home directory) like: "jira-languages-*-en_*"
There will be several files. You need to see in your JIRA admin panel which language is currently selected and choose that language file name. Edit it, repack it, and restart JIRA. That should also do the job.
