error when enabling Script Runner

We've been trying to install the Script Runner plugin but so far have been unsuccessful. In the UPM, we get this simple error:

This add-on could not be loaded. It has one or more errors which prevent it from being enabled.

This seems to have translated into the logs as the error seen below. Our system managers haven't been able to find the root cause so far. We're hoping someone else has seen this or a similar error and has some advice.
