This used to be in jira-application.properties but it has moved since 4.3 or so.

To where? (Windows server, Jira 4.4)

After having a quick look at the source code, I think that jira-config.properties in your JIRA_HOME is where you should configure it.

jpm.xml file does not include such setting, but it does not matter. Just create jira-config.properties, configure ops.bar.group.size.opsbar-transitions and it should work. The code assumes value 2, if this property is not configured in the file (nor in JIRA DB).
