No not out of the box with jira. As you mentioned workflow editing i assume you have admin access. Thats all you need to install plugins

But you only need to import the cert confluence uses into the keystore from java that jira uses. To avoid such a headache i configured all our atlassian apps to use centralized JAVA instead of bundled jre that each of them brings
