@Matt Parks I have a free version in cloud but as far as DC like you said even company I worked for had a paid license. While working for a partner I downloaded trial licenses to find out later that not all features were available. Best, Fadoua

@Michael Liberman Welcome to the Atlassian Community! How about trying it from the Admin Console if you are an admin? Otherwise as who ever is in charge. It could be that you need to add the application link first before you can go from a Jira issue to BB straight. Best of luck, Fadoua

Because what is the point of migrating an instance without users? the first issue I can think of is inaccessible spaces because of permissions.
