Sometimes starting from scratch saves you time and unneeded headache than trying to troubleshoot.

From my experience as an Admin I always create the templates from Admin Console then make them either Space only or Global. If you have admin rights to the space and are able to edit it not sure why you are unable to change the layout. Please try creating the template from the admin console then assign it to the space.
