Yes, it could be because you are not space admin. You should reach out to the space admins who can help to check this for you and add required permissions.

This is such a strange issue, thank you for posting the answer @Vishal , one of our customer was facing similar issue and got it resolved by changing the customer permissions.

@romakarol - base64 encoding string is of the form username:password not username:token. If you are trying the latter, then it won't work.

The URL should be of this format - https://<YOUR-CONFLUECE-URL>/confluence/spaces/spacepermissions.action?key=<YOURSPACEKEY>&src=spacetools Make sure to change <YOUR-CONFLUECE-URL> and <YOURSPACEKEY> in the above example.
