With an automation, you can set the value to the field , on conditions that the transition happens and the other field value is complaints.

Did you create those custom fields in Chinese while the language was set to English? I have only done the other way around. Creating field in english with english language setting and then switching and translating to french and it had worked for me.

Just "Startup check failed, jira will be locked" is not sufficient to analyze the problem. Could you check the logs again and see which startup check had failed?
