I do not think there is any other way to access JIRA database directly. I'm surprised this app even exist. You will have to fetch the information using the rest api.

Should be in the Rule details, where you set the name and actor of the rule. If you set it as project admin it's the issue as you cannot do multiple/global project automation if you are just project admin.
