Hi @Josef Sigl Validator will works only if the fiels is not in the edit field and editable through a transition only. Is it the case ? You could use Behaviours from Script Runner if you have it. But it will only works through the UI and do not block anything using the API. Regards

Honestly the only cause I see is that user do not have Browse Users in the global permission or all users are inactive. It's not related to project specific configuration. You may try to re-index jira as well.
