Hi @Sunilkumar k , I hope you are doing well!! Unless an until users not present in watchers field they won't get notification by default for on create issue. I would recommend to create an automation rule to add users as watcher to a issue or write a automation to send an email to users when issue is created.

Hi @MahanthPrudhvi , You can have self transition in to the workflow and add transition screen to the self transition and add relevant fields that you want to edit and apply condition ( only Admin or Group can edit). FYI Screenshot: and you will button under Action.
