Yeah , In Jira Software Without license we can't create a issue. In Jira service Management , we have to register as user to raise a concern, (this is not chargeable) only Agents (Who solve issues raised by users) are chargeable in JSD / JSM.

are you using Jira on the hosted server. I mean the browser you using and the Jira server on same system ?

To view the content in space , the person must have view access on space. as you having some content to be restricted, you can keep the required pages "restricted". the users view all pages which are unrestricted. if any restriction is applied ton pages those will be hidden / viewable by page level restricted people.
