I never see it happened before with a field rather than Text field , you can use the example above and it should work ,for setting field you can only change default values not filling new values.

There is nothing play with the order or the fields except the screen scheme for view/create operation. I would recommend to double check if it doesn't work I'm really sorry but I can't provide more help :(

Good scenario , Adding to @Nic Brough -Adaptavist- explanation I did the test on my cloud instance and it is working yes with comment permission and restricted page to View access the user with view access can add inline and comment 

You can go to Project Settings ---> Summary ---> Screens -- > select the screen scheme you like to update then check the associated screen with View/Create/Edit operations and be sure all are updated according to your requirements something should be like the below and you update the screens
