the 1500 is the service limit, because it runs 1500 times per a specific time? you could copy your rule and add a jql filter per issue type to reduce the maximum issues number. 1 rule per issue type could be under the 1500 service limit.

I don't think that you can choose "none" as search template. if you have some addons, you can choose between different templates, but if not, you have to select the jira standard template. And the template only defines that you can have different JQL options for the search. if you want to hide the field to be "not…

you can create a jql search if the user is member of a specific usergroup. if you made your specific permissions with usergroups, this would be possible. assignee in memberOf("nnn")
