SourceTree 3.0.12 won't install on Windows 10. Squirrel Updater: --install fails immediately

I do not have a previous SourceTree installed. and I have tried every hack I could find. I veified that .Net 4.7 is installled.

Is anything installed to %localappdata%/Sourcetree ?

There should be

%localappdata%/Sourcetree/app-3.0.12 that contains all the program code.
