When I setup the jira database on a linux postgres 9.4 server, I remember some certain specific parameters needed to be configured on the database, specifically the collation and ctype, as found here in this article.

does the same need to be done for the atlassian crowd database which im configuring on the same postgres server?
You don't need to set LC_COLLATE or LC_CTYPE.
The following should be sufficient:
CREATE DATABASE crowddb WITH ENCODING='UTF8' OWNER=crowduser CONNECTION LIMIT=-1;
