Make the 'linked issue' field in Crucible mandatory

I need every review to be associated/linked with a JIRA issue so how can I make Crucible's "linked issue" field mandatory?

Check the Crucible workflow condition API. You could write a simple plugin which will not allow to transition a review until it is linked to a JIRA issue.
