Empty scope while creating a plan in Portfolio

I have 2 epics with one enhancement issue in each.
Enhancements are estimated (days)
All 4 has the same label
Scrum board shows all 4
The two enhancements are included in one sprint each.
I have 2 Versions with start and end dates each
Each enhancement has its Fix in Version field set to a respective Version.

While trying to create a plan, Scope table in stage 5 (Confirm what's in scope) is empty.

Ideas?

Looks like only issues in certain states are being picked up. Hmm....
