How do I get the List Layouts to work in the new Trello desktop app?
Are you referring to a 3rd party browser extension?
This will not be usable in the app - as any extension is developed specifically for the use with that particular browser.
It is the List Layouts for Chrome, It was really handy for showing all the lists in a topic on one screen, so you didn't have to scroll right to see the rest of the lists.
Hopefully they will make it available in the app.
