Bamboo bootstrap failed: Failed to run pre-bootstrap upgrade tasks.

Question

After cloning a server and trying to build out a dev environment, I keep getting this error. I have upgraded the license in the bamboo.cfg.xml file, unfortunately this changed nothing.

The issue seems to be related to database connectivity.

Could you please confirm the database settings in "bamboo.cfg.xml" are correct and you are able to connect to the database from the same box where running Bamboo?
