Help needed: Consolidating three Atlassian Free organizations – User Management eligibility error

Hello Atlassian Team,

We have three Atlassian organizations under our company, Absolut-e Data Com Inc.

Our goal is to consolidate all Atlassian products under one organization.

Our organizations:

* Absolut-e Data Com Inc (intended primary organization)
* absolut-e
* remove-absolut-e-3d458df6

Current situation:

* Bitbucket workspaces are associated with one organization.
* Jira Goals and Projects are associated with another.
* Rovo is enabled in another organization.
* All organizations currently use the Free plan.

When attempting to transfer applications, we receive this error:

"Your source organization and destination organization must have the original user management experience."

We can see Directory → Users in at least one organization, indicating centralized user management.

Questions:

* How can we identify which organizations use Original vs Centralized User Management?
* Is it possible to migrate all three organizations to a compatible user-management experience?
* Can Atlassian assist with consolidating all three Free organizations?
* What is the recommended migration approach for preserving Bitbucket workspaces, Jira projects, Goals, and Rovo?
* Is there a self-service method available for Free-plan organizations without purchasing a paid subscription?

We would appreciate guidance from an Atlassian Community Champion or Atlassian Support representative.

Our objective is to maintain one company-wide Atlassian organization without losing any existing product data or configurations.

Hi @rajasekar,

That error means at least one org is on centralized user management, and the self-service transfer needs both on original.

To check, open each org in Atlassian Administration and go to Directory. If Users and Groups show in the sidebar, it's centralized. For small orgs Support can sometimes switch that off.

Per the consolidation guide, new workflows (some self-service) roll out from October 19 through December. Both orgs need centralized user management and a shared admin. The source can't hold Bitbucket workspaces, and the merge can't be undone.

Moving a workspace between orgs is still BCLOUD-23320, so make the Bitbucket org the destination.

If that's blocked, a cloud-to-cloud migration of the Jira projects is the fallback. I haven't checked whether Goals or Rovo data come along.

Hello @rajasekar

Atlassian introduced new organization consolidation workflows in October 2026, but eligibility depends on your configuration.

Linked Bitbucket workspaces can’t be transferred between organizations. Before making changes, contact Atlassian Support for a consolidation assessment and include all three organization IDs and their products.
