Move Jira from one organization to another on free tier

Question

Good day.

I am owner/administrator of two organizations (which should have been one, a hyphen in one, no spaces in the other).  I want to flatten this, and I feel moving Jira over to the Bitbucket account is the obvious choice, then I don't need to update all the git access on all my devices.  It's really just me and sometimes someone helping me, so not a big move, but I want to keep the traceability.

When I attempted the transfer, I got this error:
Your source organization or destination organization isn’t eligible

Your source organization and destination organization must have the original user management experience.

From what I could gather is that I have a "centralized user management experience", and that I need to contact human support, which I don't have on the free tier.

Is there a way I can resolve this?

Thanks for the quick response.  That has helped me somewhat in clearing the first error, but the "centralized user management" issue still says "Contact our support team to discuss your options." on this page

I only have one site on the one organization which only has jira, and none on the other which only has bitbucket.  However both lists "Users" and "Groups" under "Directory", so they're both centralized user management.

And again "contact support" only offers me the forum and how-to guides.
