When you say “set up a community,” do you mean creating a site for Rovo/Rovo Dev, or creating a group on this Community website? Could you share the setup page URL or a screenshot showing where it fails?
Please also try a private window or another browser. If this is a site-signup issue and it still fails, contact Purchasing & Licensing Support. Include the Trace ID you posted, the time and timezone of the failure, and the steps leading to it.
This failure itself are pretty generic.
