I can't access 2FA because I can't log in, and i can't reset 2FA because I need an authenticator code, but I can't access an authenticator code, because I can't get a QR code to scan because I can't log in!!

Start account recovery without a new QR code. At verification, select "Can’t use your phone?" and enter your emergency recovery key. If you don’t have it, select "Can’t find your recovery key?" → "Send recovery email."
Atlassian sends a second email after 24 hours containing a recovery link. That link expires 24 hours after it’s sent. Here are the official recovery instructions.
If those options aren’t visible, what options does your verification screen show?
